As you enter the level there are 3
patrolling guards. Two to your left and one to you right. Check out the folder on the table and then blow the trip mines to make the file cabinets fall.
Use the file cabinets to reach the next level. Take care of the three guards that'll come for you. Then exit out the opposite side.

There is one guard around the corner, then go to the back of the stairs to get some painkillers.
Head up the stairs and go to the back left. This takes you to the library. There will be 3 soldiers coming down on rope.
Then go up the stairs and head through the door. At the end of the hall on the left are some double doors. Two suits will open these doors but they won't come through, you'll have to go to them.
Head down this hall to get some sniper ammo. Remember the sniper rifle is one shot one kill and you're going to get reloaded at the start of the next level so use it. Turn around and go back down this hall and exit to the door to the immediate left.
Grab some more sniper rifle at the back of the press room. Then there are 4 guards on the circle balcony through the next doors. Once they are dead exit out the door.
As you head down the stairs you'll have two guards rope in from above. Then exit through the door at the bottom of the stairs.
As you go down the hall the far door will open. It's one guard directly inside and to the left. Kill him then back up because you have already been in this area. Go through the next door to reach another circle balcony with another 4 guards.
Exit through the next door and head down the stairs. Now take an immediate left. There are a couple doors that work on this level but only one to move on.
Once at the conference room there are two suits having a conversation. Kill them and then exit to the final room of the area. There are three suits followed by two soldiers. Once they are all dead exit out the front doors.
