After killing all 7 of the thugs, but before taking on Gognitti turn around and head over to the ledge behind the satellite dish. Run off so as not to take damage to get to the other ledge. Then drop down into the area.
Go through the door and get all the grenades and cocktails and then head out the exit. It takes you back to the bottom area where Gognitti is.
